Flagship operating method

Evidence becomes action before the solicitation.

The work begins with a leadership decision and ends with an executable campaign—not a stack of research.

Fit and Boundary Review

We confirm the opportunity, expected acquisition horizon, leadership decision, same-procurement conflicts, lawful collection boundaries, and the client-exclusive inputs that would improve the analysis.

Public Evidence Baseline

We collect the acquisition, award, budget, organizational, corporate, recruiting, professional-role, contract, protest, forecast, and market evidence needed to reconstruct the pursuit.

Customer and Requirement Terrain

We model what is probably being bought, why it matters, who influences the decision, where access is weak, and which observable events would confirm or invalidate the thesis.

Incumbent and Human Terrain

We separate legacy workstreams, identify probable providers and delivery roles, assess scope migration and continuity risk, and convert public workforce signals into lawful relationship, recruiting, coverage, and transition actions.

Competitive and Economic Modeling

We test each rival’s strongest likely win argument, staffing advantage, teaming posture, economic mechanism, client vulnerability, counterproof, and falsifier. Staffing and price scenarios remain explicit estimates until validated.

Leadership Decision

We present the pursuit recommendation, investment conditions, risks, critical unknowns, and the proof leadership should require before additional capture or proposal spend.

Campaign Activation

The Capture Command Center assigns 30/60/90/180/365-day actions, suggested owners, dependencies, completion evidence, and triggers for revising the analysis.

Prediction Validation

Pre-RFP predictions are dated and preserved. When the solicitation or another material event arrives, the team scores the thesis, records revisions, and updates the campaign without rewriting history.

Analytical discipline

Known, inferred, modeled, and unknown are kept separate.

ConfirmedDirectly supported by reliable evidence
CorroboratedMore than one independent indicator
AssessmentReasoned interpretation with a falsifier
Modeled estimateScenario built from explicit assumptions
UnknownA collection task or decision boundary

Research boundaries

What Pursuit Terrain will not do.

  • Seek or use contractor bid or proposal information or government source-selection information that is not lawfully available.
  • Request classified information, CUI, export-controlled technical data, or information the client is not authorized to disclose.
  • Represent inference, a public profile, an award value, or a modeled scenario as a confirmed requirement or fact.
  • Infer evaluator status, availability, bid intent, performance quality, portability, or consent without evidence.
  • Use one client’s confidential information to advise a competing prime on the same procurement.
  • Promise an award or treat any probability assessment as certainty.

One analytical chain

Evidence → implication → decision → action → owner → trigger

If a finding does not sharpen the campaign, it does not earn space in the product.
